I don't think you can. A 609 ride is when, say, you crash and the FAA
wants to give you another check ride, usually limited to the area/s that
caused the crash. For example, you went off the side of the runway during
landing because you failed to properly correct for wind drift. But I don't
think you can tell the FAA to give a guy a check ride because you're
worried about him.
