The "dumb" is policy; i.e., the overlay program is interim, thus when a standalone IAP is developed for the same runway (or for circling in a case like this) the overlay authorization is removed from the ground-based IAP. As to the issue of the controller being confused that is systemic throughout the country, as demonstrated by Atlanta Centers Chip here recently ala a new IAP in the southeast. |
