Subject:General public liability insurance requirement

I have an interesting insurance challenge with which I hope the group can
help me.

My hangar is leased from the City of San Antonio. I store my personal
aircraft there, which I do not use for any type of business. I have
liability insurance that covers any property damage to the hangar and its
contents. However, the City is demanding that I have "general public
liability" insurance that covers damage *anywhere on the airport.* This
seems onerous to me, and my insurance agent indicates such a general
liability policy will cost at least $1,000 per year.

Is anyone else leasing a hangar on (any) city-owned property, and does that
city require general public liability insurance? Im looking for references
that I can take to the City of San Antonio and show them that other cities
do not require this foolishness.
