Thats exactly the point.

It comes down to readable formats. Many would argue that it comes down
to quality too.

Take this scenario.

Government designs airspace infrastructures. Government keys in
information into a database.

Mistakes are found in the database.

Vendor takes database, fixes mistakes, adds even more info.

Sells database.

Makes sense right? Up to a certian level right? Where does this fall
apart? Somewhere around the mistakes are found in database line, eh?
