Andrews has a seperate approach frequency that isnt published - 119.3.
Andres owns the airspace around their airport under 2500 (or so). You
can transit Andrews at 2000 or whatever, and they may or may not hand you
off to Baltimore. They are less busy, so youre more likely to get a
clearance from them. If you want higher, you must talk to WAS.

On Sunday, I came up to DC from the Outer Banks of NC. I picked up ZDC
down in NC, got handed off to ORF, then ZDC again, and they passed me off
to WAS. I was at 7500 and got an immediate clearance from WAS.
