The FAA rules for logging time are clear that when you are rated in category
class and type (if type is required) you can log PIC and DUAL time
simultaneously when you are manipulating the controls.

However, the Airlines usually only count PIC time as time when you are ACTING
as PIC.

The only time(s) I can think of when you are logging PIC but not ACTING as PIC
are

Hood time with a saftey pilot acting as PIC
Acting as an instructor with a rated pilot, with the pilot acting as PIC...
howver most instructors make it clear that they will be ACTING as PIC.
Getting dual while the instructor is acting as PIC.

All the time an instructor spends with a pre-ppl student, or a multi-student,
or with an instrument student in actual meets PIC time according to the
airlines.
