Not an easy situation to find yourself in. You could just cut him loose and warn
all of the other instructors in the area. You could make an entry in his logbook to the effect that he has been counseled about unwarranted low flying (great for future career). You could set up a meeting with him and the safety manager in the FSDO if one is nearby. We all hate to throw anyone out of aviation who really wants to become a pilot, but maybe this guy just doesnt have the self-discipline needed. You can imagine what happens down the road...VMC into IMC, carrying passengers as a student, etc etc. Good luck.
