Nope, no minimum time, just the CFI deciding you can handle one safely. Cheapest route would be to find some place that has an old clapped out Arrow. Convince instructor that you understand how to work the systems, then go for a 30 minute flight and demonstrate same. Since the plane will fly exactly like the fixed gear Cherokees, it can be done in 30 minutes in the air - or at least thats how long it took me. Of course nobody will actually rent to you with that. Note that if you get into a plane that has a good reason for having retractable gear (not an Arrow, C-172RG, or something similar, but something that actually performs) it wont be that simple, now will flying something like an Arrow actually do anything to prepare you to fly something that performs - but if all you need is the signature for one reason or another...
