According to the FAA account, aircraft was operating under IFR flight plan.
Engines quit shortly after leveling off after being cleared to descend 1,500
from 2,000. Classes of Airspace, for practical matters to the pilot, disappear
when operating IFR. Aircraft was being radar vectored below Class B airspace to
avoid BOS traffic.
