The consequence of a rudder malfunction or a tail falling off a plane is very severe indeed. But its more than adequately diminished by the incredibly low frequency of these events. How many Airbuses have shed tails? One? How many millions of flights have been made by an A300? How many B737s have crashed due to rudder hardovers? Maybe three (and we arent that sure) - and how many millions of flights have they made? I have no issues boarding a 737.
