I researched this issue a while back, and decided that Icom A-5 was
the best value for the dollar. Based on review articles, it had the clearest reception and the most powerful transmitter, and one of the smallest sizes. However, it does not have NAV capability. But I do not consider NAV function as a very useful feature in a transceiver.
