Come on, all you 2 stroke geniuses - where is the problem?
Dollars to donuts the crank seals were installed with dry lips - and
the seals have "gone south". Now not only is it lean, but he has no
crankcase pressure - so it will NOT start. If he could crank it over
at 1000RPM it would likely fire - and promptly burn out a piston or
two.

Id say the chances of it being gas are less than 1 in 250. He has
good spark - so thats not the problem. A sheared key on the flywheel
will change the timing - but also reduce the spark intensity
significantly - so I rule that out. All thats left is compression (it
has good resistance turning it over - so Id rule that out) or a leaky
crankcase.
You know where my money is!!!
